Ms. Shi Ying graduated from the Department of Economic Law at China University of Political Science and Law. She obtained her Lawyer Qualification in 1997, and foundedB.D.L.International Law Firm (Nanning)  in 2004, where she has practiced ever since. Her main practice areas include banking financing and guarantees, corporate restructuring, asset restructuring and related legal matters.

Professional Experience

Ms. Shi Ying has represented nearly one thousand litigation cases involving financial deposits and debt recovery. She also acted for China Merchants Bank Nanning Branch in full‑stage negotiations with MTD Expressway Investment Limited, the Malaysian shareholder of the project company, regarding the loan repayment project for the Yangluo Expressway.

She worked for eight years at the Guangxi Branch Business Department of Industrial and Commercial Bank of China and the Nanning Office of China Huarong Asset Management Corporation, successively serving in the Legal Affairs Department, Asset Risk Department, Asset Operation Department and Asset Disposal Department, gaining extensive experience in handling financial dispute cases.

She currently serves as Deputy Director of the Women Lawyers Committee of Guangxi Lawyers Association and a member of the Banking, Securities and Insurance Professional Committee. She is a Consultant Expert on Civil and Administrative Cases of the Supreme People’s Procuratorate, a member of the Expert Committee for Civil Administrative Litigation Supervision and Public Interest Litigation of the People’s Procuratorate of Guangxi Zhuang Autonomous Region, a member of the Guangxi Government Legal Experts Pool, a Standing Director of the Guangxi Economic Law Society, and an expert member of the Case Review Panel of the Politics and Law Commission of Guangxi Zhuang Autonomous Region.

In 2018, she was elected a member of the 12th Guangxi Regional Committee of the Chinese People’s Political Consultative Conference. In 2019, she was appointed Deputy Director of the Legal Committee for the Development and Growth of the Private Economy under the Guangxi United Front Work Department, and received the Outstanding Professional Achievement Award of the Guangxi Legal Profession in commemoration of the 40th anniversary of the restoration and reconstruction of the lawyer system.

She maintains high professional ethics, strong professional competence, extensive financial and legal experience, excellent coordination and communication skills, and strong practical case-handling abilities.

Ms. Shi Ying has represented more than 400 cases covering financial loans, deposit disputes, acceptance bill advances, bill infringement, real estate and investment disputes. She has also acted for creditors in the bankruptcy and debt settlement proceedings of more than ten enterprises including Nanning Knitting and Dyeing Factory and Nanning Shellac and Ink Factory.

In 2000, she participated in the policy‑based debt-to-equity swaps, corporate restructuring and establishment of new companies for Guilin Changhai Development Co., Ltd., Guilin Lijiang Information Industry Group Co., Ltd. and Guilin Lijia Metal Co., Ltd. In 2004, she provided similar legal services for Liuzhou Huaxi Group Co., Ltd.

She participated in the trust project for specific asset return investment funds of Minmetals Liuzhou Construction Project, assisting the trust company in designing transaction structures, conducting compliance reviews of transaction models, verifying the qualification of financing parties, drafting and amending relevant agreements and contracts. She also conducted due diligence on the legal title of assets intended as underlying specific asset returns and carried out risk identification.
